Economic Development Officer

About

Emma is an architect, researcher & educator with expertise in delivering successful projects from research & strategy to the construction of built projects across civic, public realm, heritage and education contexts, from inception to completion.

Her interest in spatial practice lies in its public potential, in the pursuit of equitable spaces both within the city and beyond. Before joining the Spring Cohort 2024, she was Associate Director at DK-CM, delivering a range of projects, including adaptive reuse of existing & historic buildings and strategies for public buildings & public realm to deliver community benefit for clients, including local authorities, community groups and the third sector.

She leads a BA Architecture studio at Central St Martins and previously taught at the University of Cambridge. Emma is an active, committed member of her local community in rural Essex, where she runs a permaculture smallholding. She has held roles including parish councillor, resident’s association committee member, and secretary.

Spring Cohort 2024

Tendring District Council

As part of our Spring Cohort 2024, Emma was placed as as an Economic Development Officer at Tendring District Council as part of the Place & Economy team to support the delivery of the Community Regeneration Partnership (formerly the Levelling Up Partnership) programme, initially on a fixed-term one-year contract. Due to delays in funding caused by the General Election, she spent the summer of 2024 working across a range of initiatives within the directorate, including drafting the Council’s new Climate Action Plan.

In November 2024, Emma was offered a permanent Project Manager position within the Council’s newly founded Project Delivery Unit. As of April 2025, she became the Project Delivery Unit Manager, leading a team of up to ten lawyers, project managers, and finance officers, and overseeing the delivery of regeneration investment exceeding £70 million.
