Chukwumaobi Ibe

Chukwumaobi is a built environment professional with experience as a building sustainability professional. He specialises in housing, sustainability, and local government and excels in policy analysis and development. Chukwumaobi is currently engaged in pioneering work, integrating Scan-BIM technology and Building Information Modelling for building deconstruction planning. Holding an MSc in Civil Engineering and Architecture Sciences with Distinction, he is proficient in Lifecycle Assessment, BIM, BREEAM certification, and energy modelling. His expertise extends to teaching, research, and mentoring as a graduate teaching assistant in Sheffield, UK, and he has a track record of peer-reviewed publications. As an active member of professional institutions, including CIOB, CIBSE and CIWM, Chukwumaobi is recognised for his commitment to sustainable design and holds certifications in BREEAM, LEED, and Construction Lifecycle Assessment.

Cornwall Council

As part of our Spring Cohort 2024, Chukwumaobi is working as a Senior Project Lead - Sustainable Energy and Construction at Cornwall Council.As Senior Project Lead for Sustainable Energy and Construction at Cornwall Council, Chukwumaobi ensured new developments complied with the Climate Emergency Development Plan Document (DPD). All major residential and non-residential developments were required to submit an Energy Statement, including SAP/PHPP modelling, an energy report outlining all efficiency measures, and complete the Council’s bespoke energy summary tool to meet policy targets and renewable generation matching total use.

His role involved reviewing these documents, advising developers, and working with them to ensure their designs aligned with policy requirements. He also contributed to Cornwall’s Housing Decarbonisation Strategy, helping shape the retrofit approach for existing housing, and led a Pre-App Specialist Advice Service, guiding developers on a fabric-first approach to exceed policy and advance net-zero goals.
