Development Surveyor

Rother District Council is setting up a new, exciting team to manage its highly ambitious £170m capital programme and is looking to deliver £126m of capital investment over the next five years. The Corporate Development Team (CDT) will uniquely manage projects spanning council service areas. They will help forge a new way forward for the district to deliver projects against its Corporate Plan.

As part of the new Corporate Development Team, the Development Surveyor will be responsible for client-side financial management and contract administration of construction and development projects. The post holder will work closely with the Project Manager to to oversee procurement, budget management, cash flow, and contract administration. The post holder will advise on value engineering and be responsible for tendering and selecting consultants, contractors, and suppliers, including drafting agreements.

The purpose of the job is to:

  • Be responsible for the financial management of accounts, including procurement, placing contracts, management of variations, payment processes, agreement of final accounts and reporting following RDC processes and procedures.
  • Assist with the preparation and implementation of commercial delivery strategy for development projects.
  • Tender and select contractors and material suppliers, including drafting agreements in consultation with Legal advice, using pre-set templates where available.
  • Oversee and ensure the proper financial management and administration of development/ construction projects.
  • Assist in the production of construction budgets and estimating functions in relation to the Council’s construction and development projects.
  • Participate in the risk management process, including providing financial information to the risk management schedules and advice on risk mitigation.
  • Work alongside the Project Manager as part of a Project Team to ensure outcomes are achieved and to realise value for money.
  • Line manage the Development Finance Manager, Development Deputy Finance Manager and Development Surveyor (Trainee).

Reporting:

  • You will report to the Development Strategic Lead.
  • You will be responsible for the Development Finance Manager, Development Deputy Finance Manager and Development Surveyor (Trainee).

About You

To be considered for the role, you must meet the following essential criteria:

  • Relevant experience and knowledge of development and contracting on similar scale and complexity projects.
  • Specific knowledge and experience working with different forms of Construction contracts, including JCT and NEC suite of contracts.
  • Able to demonstrate excellent understanding of procurement, letting of contracts, cost management, cost reporting, cash flow production and reporting.
  • A clear understanding of contract documents and obligations within the construction and development sector.
  • Proven ability to manage budgets with a high degree of accuracy.
  • Be an effective negotiator with the ability to manage complex commercial matters.
  • Understanding of the Public Procurement Regulations 2015 and the Procurement Act 2023.

Job Package

  • Salary band of £50,753 - £55,393 per annum.
  • An additional £5,000 market supplement is dependent on experience.
  • A £2,900 car allowance.
  • Up to 25% employer pension contribution.
  • 24 days of annual leave, bank holidays and 4 days of Christmas leave, rising by 5 days after 5 years of continual service.
